Minutes of the Lone Rock Village Board
held on Tuesday, May 11, 2021 at 7:00 P.M.
at the Village Office, 314 E Forest St, Lone Rock, WI,
Zoom Meeting

Board Members: Dan Quinn - President; Buford Marshall Jr.; Mary Litviak; Steve Morgenson; Harry Pulvermacher; Justin Wahl, Brandon Bindl

Roll Call was taken by Tammy Christianson with all members present.
Also in attendance: Esther Marshall, Brad Wilson, Adam Reno, Theresa Jensen, Alvin Christianson, Pat Christianson, Tammie Reno, Corey Ewers, Zoom-none

Motion to approve agenda by JR Marshall, seconded by Steve Morgenson, all voted aye, carried.

Motion to approve 04/20/2021 minutes by Steve Morgenson, seconded by Mary Litviak, all voted aye, carried.

Dan Quinn set a $3.50 per quarter rate increase effective 07/01/2021 and a $3.25 increase effective 01/01/2022 for Trash/Recycle Pickup.

Mary Litviak on behalf of the Plan Commission requesting an ordinance prohibiting dumpster(s) on Main Street and garbage can(s) can be out by Sunday but must be off Main Street by Monday evening.

Discussion followed that dumpsters are to place behind buildings. Totes left on main street for half a week and all corners (intersections) should not block visibility for traffic.

AJ Christianson would like permission to set up a Lone Rock Family Fund Fair at Fireman’s Park on June 3rd-June 6th with a carnival, tractor pull, fireworks & beer. Mr. Ed’s Magical Midways will feature carnival rides and food stands. AJ informed the Village Board that Mr. Ed’s is self-insured.

Discussion followed with the village board decided to vote on separate motions surrounding this event.
• Motion to approve the carnival by Justin Wahl, seconded by Harry Pulvermacher, all vote aye, carried.
• Motion to approve having a beer tent on the premises by Justin Wahl, seconded by Harry Pulvermacher, all vote aye, carried.
• Motion to approve the tractor pull event by JR Marshall, seconded by Justin Wahl, votes 1-YES 5-NO, denied.
• Motion to approve fire works by Justin Wahl, seconded by JR Marshall, votes 2-YES 4-NO, denied.
• Motion to approve a parade by Justin Wahl, seconded by Brandon Bindl, votes 0-YES 6-NO, denied.
The Village will cover the cost of the porta johns.

Dan Quinn stated that mid-night is quite time for local bands at the Fireman’s Park.

Operator’s License – AJ Christianson - Temporary License.
Motion to approve temporary license for June 3rd at 5 PM to June 7th at 2 AM by Harry Pulvermacher, seconded by Justin Wahl, all voted aye, carried.

Building Permit(s) – (Dennis Butteris in the absence of Pete Giese approval) – Lacey Poad - Fence (5/5/21) & Paul Halberg-Flat Sign (5/5/21). Motion to approve all building permits by Harry Pulvermacher, seconded by Steve Morgenson, all voted aye, carried.

Theresa Jensen informed the village that EMS will be doing the Chicken BBQ on July 4th – carry out or drive up only.

Library – Caitlin Opatik – excused.
Streets & Parks – Brad Wilson
• Splash Pad will be opened on May 14th or May 21st.
• Requesting wire feed welder – directed to price one out.
• Alliant Energy has dumped wood chips at the village dump, anyone interested in using them, feel free.

Water & Sewer
• Sewer Lateral Maps – Brad Wilson – directed to contact MSA.

Public Input
Tammie Reno asked about the village police officer.
July 4th – Tammie & Adam will organize the parade. Corey Ewers will provide additional help on the 4th.

Upcoming Committee Meetings for the month May 2021 were announced by Dan Quinn.

Bills reviewed and initialed by all.

Posting of Notices – Per 2015 Senate Bill 137, 2015 Wisconsin Act 79 Section 2. 985.02 (02) (a) All Village Notices must be posted in at least one public place likely to give notice to persons affected and placed electronically on an Internet site maintained by the municipality. Therefore, in lieu of newspaper ads and notices, the Village of Lone Rock posts on the Village of Lone Rock website, www.villageoflonerock.com, at the Village Post Office, and at both the inside and outside bulletin boards at the Lone Rock Village Office, 314 E Forest St. This more than meets the criteria required per this legislation. (Approved by the Village Board at its meeting on February 9, 2016.)
