Motion to approve agenda by JR Marshall, seconded by Mary Litviak, all voted aye, carried.
Motion to approve 09/08/2020 minutes by Steve Morgenson, seconded by Justin Wahl, all voted aye, carried.
Bart Nies – Delta 3 – gave an update on the Water Systems Improvements Phase II project – some landscaping and small projects to be completed.
Motion made to Pay Application #6 – Ewers Contracting, Inc – Water System Improvements-Phase II of $189,790.00 by Justin Wahl, seconded by Harry Pulvermacher, all voted aye, carried.
Bart Nies – Delta 3 – announced that the DNR Safe Drinking Water funding has been approved for $374,000.00. Bart explain that this will be a loan over 20 years and .00999 interest rate. With this funding water rates will need to be increased.
Motion to accept the terms of the DNR Safe Drinking Water funding by Justin Wahl, seconded by Steve Morgenson, all voted aye, carried.
Motion to approve Operator’s License for Teresa Cochran, Curtis Lawinger for Keg & Kettle and Belinda Rose for Dollar General by JR Marshall, seconded by Harry Pulvermacher, all voted aye, carried.
Public Safety Committee – Harry Pulvermacher informed the Board that the committee meet with Tim Gratz, he is part time, and will pick the hours to work.
Motion to hire Tim Gratz Jr. as the Police Chief by JR Marshall, seconded by Steve Morgenson, all voted aye, carried.
Motorcycle and ATV riding – Randy Starr asked when and how this problem can be resolved. The riding by his property is consistent with no regards to neighbors. Dan Quinn will request that the Police Chief make this is the first order of business.
Randy also asked the board how this same neighbor did not have a building permit for his shed and he had to.
Dan Quinn will contact Peter Giese, GEC Building Inspector, to have him follow up on the building permit.
The budget meeting is scheduled Tuesday, October 27th – 7 PM at the Village Office.
Trick-or-Treating in the Village will be Saturday, October 31st between the hours of 3 PM – 6 PM.
No Building Permit(s) with (Pete Giese approval) were issued during the month September 2020.
EMS – Theresa Jensen gave an update on the 4 students attending the training. Assessment are being done now and they are not easy to pass. If the students pass there is a few shots needed and in the pass the Village paid for. The village will continue to pay for them.
Ambulance - Steve Morgenson – NO Report
Mary Litviak gave an update from Economic Development Committee. The committee is working on a scope of work, project plans and updates the comprehensive plan. Arena’s plan was passed around also the Blanchardville’s Recreational Plan. Reference maps were distributed. Farmers market – AJ Christianson will be spear heading this project. Five (5) webinars on Zoning laws have been completed with the next one (1) on October 29th – 10 AM at the Village Office.
The next Economic Development Committee meeting will be November 16th at 9 AM, at the Village Office.
Caitlin Opatik (Library) updated the Board Members that the number of visits is increasing but also the computers are open for anyone to use.
Streets & Parks – Brad Wilson
Parks will be closed for the year on Thursday, October 15th.
Splash pad is closed.
Trimming trees branches on County Line Road and Exchange. Property owners’ trees need to be trimmed; they are blocking the view for traffic. Instructed by Dan Quinn to review the zoning on the distance property owners need to clear for a clear view.
Adam Reno asked about Richard McGee’s driveway concern. He is being approached by Richard ongoing basis about this. What does the Board want them to do about it? Dan Quinn asked the Public Works Committee to meet at McGee’s home and make suggestions.
Water & Sewer – Adam Reno
The comminutor is complete gone in the sewer plant. Waiting for B&M Tech estimate. If this can not be replaced may be looking at a screen system.
80 homes were inspected for ground water being pumped into the sewer system, only 3 homes received letters.
Public Input
AJ Christianson – Keg & Kettle – Indoor outdoor craft fair this Saturday, October 17th with a food cart serving from 10 AM – 7 PM.
Halloween Party Saturday, October 31st.
Mike Meadows asked if he could place a storage container on his lot. Dan Quinn stated that having containers is illegal in the Village of Lone Rock.
Adam Reno has been asked by residents if anything is going to be done with the property on the corner of Hwy 130 & Exchange. This property is not zoned residential its commercial and several families are living there.
The Village of Lone Rock currently owns the RV School Forest.

Therefore, in lieu of newspaper ads and notices, the Village of Lone Rock posts on the Village of Lone Rock website, www.villageoflonerock.com, at the Village Post Office, and at both the inside and outside bulletin boards at the Lone Rock Village Office, 314 E Forest St. This more than meets the criteria required per this legislation. (Approved by the Village Board at its meeting on February 9, 2016.)
