Minutes of The Lone Rock Village Board Meeting
Held on Tuesday, July 14, 2020 at 7:00 P.M.
at the Village Community Center, 156 E Liberty, Lone Rock, WI,
Board Members: Dan Quinn, President; Buford Marshall Jr.; Mary Litviak; Steve Morgenson; Harry Pulvermacher;
Justin Wahl.
Roll Call was taken by Tammy Christianson with all members present.
Also, in attendance: Esther Marshall, Tammy Christianson, Christa Quinn, Marion Copus, Alvin C Christianson, Brad Wilson, Millie Rott, Janet E Haight, Tom Frieberg, Lisa Evans, Caitlin Opatik, Pat Christianson, Adam Reno, Ryan Larson, Cheri Evans, James Kopke, Alvin J Christianson.
Motion to approve agenda by Mary Litviak, seconded by Steve Morgenson, all voted aye, carried.
Motion to approve 6/9/2020 & 6/23/2020 minutes by Steve Morgenson, seconded by Harry Pulvermacher, all voted aye, carried.
Dan Quinn announced the approval from WI Dept. of Safety and Professional Services on 6/22/2020 for Commercial Electrical Inspector from GEC. Still waiting on Plumbing and Building Inspector for the Village.
Motion to approve the variance, to place a portable shed on Cheri Evans vacant lot by JR Marshall, seconded by Justin Wahl, all voted aye, carried.
Dan Quinn postponed the Planning Commission – 6/22/2020 - Recommendation to the rezoning of the Frieberg & Evans request from Rl to R2 on the former elementary school yard on Pearl and Orange Streets until Tuesday, August 4, 2020 at 7:00 pm at the Village Hall.
A resident requested remote access to the meeting to voice his concerns on the above hearing. He was contacted 6 times by phone with blue tooth connection with no answer. Reasonable Accommodation was discussed.
Millie Rott explained that the procedure has not been completed and if this resident elect to appeal that there is an appeal board available.
Motion to approve $1,029.72 for daily expenses (mileage and meals) for AJ Christianson while attending Law Enforcement training by Harry Pulvermacher, seconded by JR Marshall, all voted aye, carried.
Dan Quinn will be forming a Police Committee for review options and agreements.
Motion to approve Liquor License for Keg & Kettle LLC by Justin Wahl, seconded by Steve Morgenson, all voted aye, carried.
Motion to approve Operators Licenses for Mary Larsen®; Miranda Quinn®; Sheila Pulvermacher®; Yowilda Hinolan®; Eugene Leffler®; Dustin Klein®; Tatiana Espinoza®; Shelby Funk(n); LeAnn Schultz(n), Amanda White(n) by Steve Morgenson, seconded by JR Marshall, all voted aye, carried.

Need to update and/or development Village Ordinances.
Committee meeting scheduled Tuesday, July 28, 2020 at 6:00 pm at the Village Hall.
Building Permit(s) – (Pete Giese approval) Lynn Cohee –Moving Mobile Home & 2 Sheds (6/11/20); Bernice Braun – Deck (6/25/2020) approved by Justin Wahl, seconded by Steve Morgenson, all voted aye, carried.
Library – Caitlin Opatik – Village gave permission to do chalk art on sidewalk behind the building.
Streets & Parks – Brad Wilson
New elevator is at All Starr Elevators warehouse. Waiting for a call to meet with Tom Halverson concerning the opening of the doors.
Water & Sewer – Adam Reno
Distributed the Operation and Needs Report Response from the DNR to Board Members. It was determined that additional sampling and analysis occur to better identify the underlying issues. Adam commented that the sewer system is pumping out too much water.
Lift Station was to be complete by June 30, 2020 but with the rain and humidity has delayed completion. The building is wrapped with a dehumidifier. Adam will be contacting them.
Ponds Sludge Removal has been pushed forward to 2021 by the DNR.
Well #2 - new parts have been ordered.
Motion to approve the Proposed Water System Improvements – Phase II - Ewers Construction Pay Application #3 of $100,345.00 by Harry Pulvermacher, seconded by JR Marshall, all voted aye, carried.
Adam gave an update on what streets need to be done and the black topping will begin the week of July 20, 2020 on completed streets.
Public Input
Lisa Evans asked if there was a Village Economic Development Organized. Mary Litviak responded that there is, and the next meeting is scheduled at 9 AM – August 21, 2020 at the Village Hall. Anyone is welcomed to attend.
Dan Quinn asked if anyone review the pre-construction of intersection of Hwy 130 & 14. Adam Reno provided information, that the work is only for 20 days and the intersection is like what Sextonville has.
Adam Reno said the bridge is coming along and hopefully open by the 1st of August, depending on weather delays.
Millie Rott suggested the Village development a virus policy.
JR Marshall said the 4th of July ball tournament went well with some good games.
Ryan Larsen requested an extension to complete his fence. Verbal extension was granted.
Next Board Meeting is scheduled Monday, August 10, 2020 at 7 PM – Community Center.
Due to the Partisan Primary Election.

Posting of Notices – Per 2015 Senate Bill 137, 2015 Wisconsin Act 79 Section 2. 985.02 (02) (a) All Village Notices must be posted in at least one public place likely to give notice to persons affected and placed electronically on an Internet site maintained by the municipality. Therefore, in lieu of newspaper ads and notices, the Village of Lone Rock posts on the Village of Lone Rock website, www.villageoflonerock.com, at the Village Post Office, and at both the inside and outside bulletin boards at the Lone Rock Village Office, 314 E Forest St. This more than meets the criteria required per this legislation. (Approved by the Village Board at its meeting on February 9, 2016.)
