Minutes of The Lone Rock Village Board Meeting
Held Tuesday, February 11 at 6:30 P.M.
at the Village Office Conference Room, 314 E Forest St, Lone Rock, WI,


Roll Call – approve agenda – approve minutes

Roll call was taken with all members present.

Motion to approve the Agenda by Litviak , second by Marshall, all voted yes, Motion carried.

Motion to approve the Minutes from 1/14/20 meeting by Marshall, second by H Pulvermacher, carried.

Motion by Marshall, second by H Pulvermacher to go into Closed Session according to WI Statute 19.85 (c) to discuss police maters. Carried

Motion to go into open session by Marshall, second by Ewers. All voted yes. Motion carried.

According to Ed Leinweber there is nothing illegal about having an uncertified officer patrolling . He does need to be enrolled in the Police Academy. Richland County will not deputize an uncertified officer. Hard to restrict what he is going to do. Either patrols or doesn’t. Another meeting will be held February 17th at 6:00 to finish discussion.

Discussed Clerk Position Description. Basically the same as the June 2016 description and ad in paper. Added a little more in the ad for paper for ideal candidate and duties. Ewers made a motion and Marshall seconded to adopt the description as modified. Carried.

Marshall made a motion and Corey seconded to put the ad in the paper as soon as possible and allow 3 weeks for applicants to apply. Carried.

Hiring new Attorney was deferred to meeting to be held February 17, 2020 so that we can gather more information.

Jessica Herfel provided the final payment for the Splash Pad in the amount of $15,269.89 to the Village. Overall Cost of the Project is $71,215.03. $2,208.12 is left in the splash pad account. Would like to add shade in the next phase of development. Brat stand, Deer Hunters Ball etc to provide monies for future enhancements.

Dan McGuire reported on the School Forest in Lone Rock. Tentative thought from committee: Timber is worth $5,000.00 and that is what the School District would like from the Village. This proposal has not been approved by the School District.

Library: The new Librarian, Caitlin Opatik, was introduced. Check the Library’s website. Many new things happening.

Streets & Parks: Light on the Hwy 14 Sign was replaced. MPH sign still not working.

Elevator in the Community Center to be fixed on 2/12/2020. Ordered an extra lock for elevator so we will have one in reserve.

Water & Sewer: Brad took his Sewer Operator License test. Will take 3 to 4 weeks to get results.

The Bid Opening for the Lift Station project will be Thursday, February 27, 2020 at 3:00 pm at the Village Office.

JR requested a list of people who are still pumping out their basements. Richland County is looking for aid for these people.

Public Input:
4th of July comments: working on a raffle for the 4th of July – a place from Richland Center is considering putting on the Tractor Pull, Jessica Herfel talked about someone taking over the parade, a Car Club from Richland Center is considering putting on a Car Show. Someone is taking on the Volley Ball event. McGuire looking at the ball tournament. The Fire Works will be on the evening of Friday, July 3rd.

Historical Society will be holding a “Meet and Greet your Neighbor” at the Community Center on March 28, 2020.

Theresa Jensen reported they did get the new blood pressure machine. Works great.

Blood drives have been very successful. Have saved up to 1,000 lives. The last drive was the largest yet.

Dan McGuire will be running for County Board. Will not be running for Village Board. Thanked the public for their support.

(Approved by the Village Board at its meeting on February 9, 2016.)
