Minutes of The Lone Rock Village Board Meeting
Tuesday, May 9, 2017, at 7:00 P.M.,
Village Office Conference Room, 314 E Forest St, Lone Rock, WI.

Trustees: Harry Pulvermacher, Marvin Joles III, Tom Whalen, Dan Quinn, Corey Ewers, Richard Brander. Board President, Dean Ewers presiding.

Call to Order – The meeting was called to order by Board President Dean Ewers at 7:00 PM.

Roll Call – Roll call was taken with all board members present. Also in attendance were Esther Marshall, Dan Wilson, Adam Reno, Christa Quinn, A.J. Christianson, Ethel Fitzgibbons, Pat Alt, Deb Riese, Alice Hatfield, Tootie Pulvermacher, Mary Evans, Don Brander, Mr. and Mrs. Jim Hatfield, Babe Kraska, and Karen Kampen.

Approval of Agenda – Motion to approve the agenda by Dan Quinn, second by Corey Ewers, all in favor, motion carried.

Approval of Minutes – Motion to approve the minutes by Marvin Joles, second by Harry Pulvermacher, all in favor, motion carried.

Cyril Moore Garage/Storage Shed Variance President Ewers attended the Public Hearing for the Variance, and the Zoning Board of Appeals approved the Variance. Motion was made by Harry Pulvermacher, second by Tom Whalen to approve the Cyril Moore Garage/Storage Shed Variance. All members voted in favor, motion carried.

Highway 14 Sign – Donald Weider President Ewers said the sign is badly in need of repair and a new coat of paint. Donald Weider was asked to give us some options and estimates of pricing to reface the sign. Don gave a summary overview of the current specs of the sign, and said it would cost approx. $11,000 double sided and coated, painted as it is now. There are less expensive options; we could do a flex face; pull it up and replace the face of it. Could paint it on ACM which is aluminum on both sides, and light with LED Lighting. Currently one light works, and it is on all the time. Doesn’t have a photo switch. 15-20k range, higher end, does get an edge cap, or could use MDL, like normal plywood, edge cap of wood or aluminum. Would last much longer. The new sign we just got is more high-end, use Gemini letters that are guaranteed for life. Downside of Flex-Face is that we would lose the three-dimensional heart. Discussion on options; discussion on whether to fix it up or tear it down: most expressed wanting it fixed up. Board asked Donald to put together some prices and options together and we will choose an option.

Codification of Ordinances – Esther said we got three books from them. Karen is willing to go forward with it, since she uses them the most. There are three or four pages that have questions on them. Sept. 18th they want the information back on it.

Resolution 2017-09 for Exemption from County Library Tax Dan Quinn motion to adopt Resolution 2017-09; second by Pulvermacher; all yes, motion carried. Karen forwarded it to County Clerk Victor Vlasak.

Bartender Licenses: Sadie J. Schieldt at D & Z’s Motion by Pulvermacher to approve the Bartender License for Sadie J. Schieldt; second by Tom Whalen; all yes, motion carried.

4th of July Temporary Liquor License - Police Coverage Ethel needs backup to take money to the bank. Tom Whalen will talk to Ryan Price and set up a procedure modeled after what Pam Fargen did that worked very well in the past, scheduled every couple hours to check in and take it to the bank. Pulvermacher motion to approve the Temporary Liquor License, second by Whalen, all yes, motion carried. Discussion followed regarding check-in procedures and Port-A-Potties. Dean confirmed that the Village has always covered that in the past. Would like to get another handicap-accessible one closer to the Tractor Pull area. The Village will take care of that, too.

Building Permits:

2017-01 Village Water Tower Discussion on what is being done. It is being reinforced on the bottom to accommodate the additional towers for Emergency Management and then painted.
2017-02 Martin Fargen – Storage Bldg. Construction
2017-03 Steve Ramirez – S/F/R Remodel
Dan Quinn/Corey Ewers to approve the Building Permits as presented. All yes, motion carried.

Lone Rock Elementary School Resolution – Must Maintain – Must Not Destroy Richard Brander said now that the end of the school year approaches it is important to make it clear that no permits of any kind for demolition or damage to the building can be allowed until the issue is finally settled, and we know what their plan is for the building. If it comes to that, at least we can use it as a bus stop shelter for the kids as they are bussed, because the River Valley School District has made no plans for that, nor do they seem concerned. He checked into it, and maintenance on the building would be 15 to 20 thousand a year. If they do not maintain it while they decide what they are going to do with the building. If it is not going to be a school anymore, we do not want it falling to disarray while they make up their minds on it. Discussion followed on the possible school closing. Question by Pulvermacher – wasn’t that school built in 1955, and the consolidation after that? Whalen said yes, the building was built in 1955, a few years before the High School students were sent to River Valley School District. Motion by Pulvermacher to accept the Lone Rock Elementary School Resolution 2017-10; Brander second. All voted in favor, motion carried. The Resolution was signed by all Board members after the Board meeting.

Police Ryan Price was not present. The grant from Richland County, Click it or Ticket, is coming up again. To get the grant money, Ryan has to commit to work traffic to get the money. When is he on duty? He is on duty Friday nights, Saturday, Sunday, sometimes Tuesdays. Brander said he thinks we need some kind of local representation around here. Richland County said they can be here in 12 minutes, and they are happy to be here. Don Brander said something was going on at the park and Richland County was called. it was 37 minutes and no one came. By then the issue was over.

Parks – Adam said the two roofs were p;ut on yesterday and today, and the slide has been installed. Tom Whalen circulated a picture of what is being donated by the House on the Rock for the Vet’s Memorial. Discussion on the Memorial, it is coming along beautifully. Discussion – Marvin had input on what the Parks Committee has in m mind for improvements. Pulvey said bury a couple posts and put a 2x12 on it for benching room. Wiscoat has a surface cleaner that cleans concrete really well. Wiscoat is going to donate that (Marvin’s company.) Put abeg donation box in the bank so people can donate balls etc. for kids to use.

Streets – Terry Watters left. Adam asked if we are going to do any crack filling? Mainly going to work down by the Library. Keep tending to the newest blacktop. Pulvey to spend $5k on crackfill. Quinn second.

Richard Brander said he talked with Howard Marklein about supporting keeping the bridges and getting them fixed up. There is a safety issue that it is so narrow there, it needs to be widened. Karen will give board members a copy of the letter so they can also contact him to get his support. Pulvey recommended having him come to a board meeting. Brander said that is what he told him, too. Brander said if it was safe to ride bikes along there, and would bring some business to the town. Dean said we will contact DOT and find out what is going on. The town of Clyde is very concerned about fire coverage if the bridge gets closed.

Library – Tootie said they have hired a new librarian. Her name is Stacey Pilla. Could we get a couple of deadbolts put on the Library doors? Marvin, Brander all carried. She will start June 1st and Tootie will bring her over to the meeting. Discussion on the locks. Perkins from Richland Center put the locks on that are there.

Water and Sewer -The tower is due to be painted this year. If we change the color it will cost more. We have a maintenance contract with the company. Discussion on colors. Dark blue and white, Lone Rock’s colors; Pat Alt asked if it will be cleaned before it is painted. Dean said yes, they are supposed to. Need to check the contract and see what it says. It goes back a long time. Don Brander may have been on the board. It won’t cost anything extra to paint it the same color that it is. Need to get pricing both ways. Dan will find out how much more it would cost.. Motion Dan / Pulvey not over a thousand dollars difference. Get a price for doing it all blue.

Dan looked into price for new submersible pumps for the lift station. About $35,000. Public Input – Josh Alt lets their dog loose often. She cam out to her back yard and it growled at her. She is afraid of it. It is a black lab. Mary Ann Evans. She left a message for Ryan. He can work something out with Josh.

Question about the pancake breakfast … are they plain? Plain, and a few Mickey Mouse for the kids. If she donated Butterscotch chips would we put them in? Bring it up at the fire meeting. Adam asked if Dan motion that the Fire Department can use the tables and chairs for the pancake breakfast Whalen second, all yes, carried.
