Minutes of the Lone Rock Village Board Meeting
Tuesday, April 11th at 7:00 P.M.,
Village Office Conference Room, 314 E Forest St, Lone Rock, WI


Trustees: Harry Pulvermacher, Steve Morgenson, Tom Whalen, Dan Quinn, Corey Ewers, Jr. Marshall. Board President, Dean Ewers presiding.

Call to Order – The meeting was called to order by Board President Dean Ewers at 7:00 PM.

Roll Call – Roll call was taken with all board members present. Also in attendance were Esther Marshall, Dan Wilson, Adam Reno, Christa Quinn, A.J. Christianson, Ryan Price, Tootie Pulvermacher, Dan McGuire, Marvin Joles III, and Karen Kampen.

Approval of Agenda – Motion to approve the agenda by Dan Quinn, second by Corey Ewers, all in favor, motion carried.

Approval of Minutes – Motion to approve the minutes by Steve Morgenson, second by Harry Pulvermacher, all in favor, motion carried.

Bart Nies – Delta 3 Engineering – Update – Bart was not present.

New Operator’s Licenses: Casie Nichole Rowles; and Jessica Marie Bartle for Lone Stop Shell -- Ryan Price said the background checks were okay. Motion by Harry Pulvermacher, second by Tom Whalen to approve the Operator’s Permits as presented. All in favor, Motion carried.

Chairs for 4th of July Celebration – Adam Reno -- The 4th of July Committee wants to know if they can have the old wooden chairs that have been stored in the basement of the Community Hall, to use during the 4th of July Celebration. Will need to find their own storage space after the celebration is done. Motion made, seconded and carried to give the chairs to the 4th of July Committee; they will need to relocate the chairs when they are not being used. Motion made by Harry Pulvermacher, second by Dan Quinn to donate the wooden chairs to the 4th of July Committee. All in favor, motion carried. Tootie said they can use more tables, too, if anyone has some to donate.

League of WI Municipalities Training: “2017 Local Government 101,” for Esther and Karen, Friday, May 12, 2017 Clerk Kampen asked permission from the Board for Esther and Karen to attend this training session to be held in Madison. It is on a Friday, when the office is closed, so we don’t have to close the office to attend the meeting, and it is a very pertinent and beneficial meeting to attend. Motion by Harry Pulvermacher, second by Steve Morgenson to approve attendance and to pay the related costs. All in favor, motion carried.

Codification of Ordinances – Update -- Esther said she hasn’t heard anything.

Reider Property at end of Elm Street – Adam said if they don’t get it cleaned up, put it on their tax roll, and Adam and Dan will clean it up and have it hauled away. Ryan Price has been in touch with them on it, and nothing has been done yet. Motion by Harry Pulvermacher, second by Jr. Marshall to have the Village clean it up at the property owner’s expense, and to add it to the tax roll if not paid by that time.

AJ Christianson – Law Enforcement Yearly Eligibility List AJ asked if he could be added as a backup law enforcement officer. He has certification, but would have to give up his position as Judge. As long as you are on the department, you keep your certification. AJ would apply, and would be maintained on a list Corey/Dan to postpone a decision until more work is put into it. All in favor, motion carried.

Review Operator’s License Process – Ryan does the background checks, and sometimes it takes 30 days to get the license. Karen Kampen said the reason it takes longer since she has been here is because she holds the licenses until the Board meeting, so the Board has an opportunity to review them, which was not being done previously. The Board should be able to review the applications and the background checks so they are aware if there are any OWI or other offenses that may need further review. Discussion followed that that the Board does wish to review them before the licenses are issued, and establishments are aware that they will not be issued until after the next board meeting and/or background checks have occurred.

New Computer for Streets & Utilities – Karen said the Streets & Utilities’ shared computer is over six years old, has been giving them problems, and is due for upgrading. The same unit we purchased for the server in the office is on sale again for a very reasonable price. The one we purchased works great, and is an excellent unit. Dan Quinn made a motion, Tom Whalen second to go ahead and purchase the new computer. All in favor, motion carried.

Newly Elected Officers Take Office – Meeting Tuesday, April 18, 2017 at 7:00 PM – President Dean Ewers reminded that there will be a meeting next week Tuesday to install the newly elected Trustees, Richard Brander and Marvin Joles III.

Reminder – Public Hearing on Cyril Moore Garage/Storage Shed Thursday, April 27, 2017 at 7:00 PM Dan McGuire said he will be unable to attend, but would like to go ahead of time and view the property, then will let Terry know of his opinion prior to the Public Hearing.

Community Center – Christa – Last week when she was cleaning, Christa noticed that there was a door left open, and some items left out in the open that should not have been accessible. Ryan Price is to locate the people responsible and let them know they need to check security before they leave.

Police – Everyone has been good that he has contacted about clean-up of their property, with only a few issues. Another round he has seen people that have parked illegally since then. Ryan will keep contacting them.

Streets – Adam said to put Parks back on the agenda. We are bidding roofs now.

Library -- Tootie Pulvermacher announced that we need new librarian. As of tomorrow, Alyssa is going on to Richland Center Schools. She wanted a position that includes insurance as well. She has done an excellent job at Lone Rock. We have a person that is willing to fill in until we can hire someone.

Water and Sewer -- Dan said three of us, Dan, Esther and Karen, need to go to school in Fitchburg next week Wednesday in the afternoon, for the CMAR, they changed their portion of it, and then the CMOM. This is important to get the details of filing the required reports for water and sewer.

Public Input Dan McGuire wants to do a little improvement at the ball park. Small ball diamond, take out a 15 X 70 foot strip of topsoil and replace it with ag lime. Dan made a motion to approve taking out the strip and replacement with ag lime. Can use Village equipment and labor to get it done,. Jr second, all in favor, carried. Dan McGuire reported that there are a number of teams setting up for the season, the high school girls’ softball team, 3 & 4th grade and 5th and 6th grade boys, 7th and 8th grade girls teams, plus league tournaments.

Harry Pulvermacher said the Dump was left open a couple of weeks ago, and said we cannot allow that to happen. Anyone who violates it will no longer be allowed to use the Dump. AJ reported on the Blood Drive Next one May 4th. It will be in the papers and on the radio.

Review Bills -- The bills were distributed for review and signed for approval.
