Minutes of The Lone Rock Village Board Meeting

Tuesday, August 16th 2016 at 7:00 P.M.

Village Office Conference Room, 314 E Forest St, Lone Rock, WI.

 

Trustees:  Harry Pulvermacher, Steve Morgenson, Tom Whalen, Dan Quinn, Corey Ewers, JR Marshall.  Board President, Dean Ewers presiding.

 

The meeting was called to order by Board President Dean Ewers at 7:00 PM.

 

Roll Call – all present except for Jr. Marshall, who was attending the County Board of Supervisors meeting.  Motion to approve the agenda by Pulvermacher, second by  Morgenson, carried.  Motion to approve the July minutes by Corey Ewers, Tom Whalen second, carried.

 

Bart Nies is enroute, went to next on agenda which is the Fire Station Addition – Ted Greenheck – Another week or so will finish the plans up.  Need funding; Clerk Kampen suggested a loan through LGIP or State Investment Board.  She will look into best rates for funding before next meeting.  Want to start it as soon as possible, hopefully this fall.  Get two or three prices, hopefully from general contractors in this area. 

 

Delta 3 Engineering – Bart Nies  Arrived at 7:05 – handed out information.  Overview.  Talked on getting grants written.  Works with 40 to 50 communities across southwest WI.  Will provide public engineerng needs.  Their office has 29 employees who provide services – surveyors, architects, engineers,  technicians, etc. – and work with towns and villages.   Their office is in Platteville, and they have been in business 23 years.  Bart owns the business along with 2 partners.  Bart provides engineering services for infrastructure needs, and if you need funding, he helps with grant funding.  Has gotten 100 % funding for four or five communities; Avoca twice, Muscoda and Mount Hope.  Sometimes he gets funding for 35%, 50%, and sometimes 100% grant funds. 

 

Almost 2 million in grant funds for drinking water, sewer upgrades, and more.  He just did the CMOM form for us, for DNR.  Dean says since we had to start adding chlorine to our water system, we have so many dead ends in our sewer system, and the only way to circulate it is to flush.  Is there any way that we can get any dollars for that?  Bart explained how it would work.  Bart said grants through DNR Safe Drinking Water, is for water and sewer, Community Development Block Grant, etc.  100% of the communities they work with are in the same boat as Lone Rock.  We can get a max of $500,000 from CDBG, and add DNR for $250,000, plus a 1.5% loan for any remaining funds needed.

 

We are automatically eligible for Community Development Block Grant because of our income level.  At least 51% of our community qualifies as low income.  This works in our favor in getting the funding.  We will apply in May, DNR in June.  Intent to Apply in October, puts us on the list for June funding.  March is when the CDBG packet comes out, get that completed and sent in.  Let Bart know that we want to go for the loans, and he takes care of it and assists us with the requirements.  This fall, at budget time, put cost estimates together.   Intent To Apply by October to apply for DNR money in June.  No charge for Bart to do that.  Will know by Sept. and Oct. if we have the grant.  Pulvermacher suggested additional funding items.  Bart said these are perfect for grant money.  The more problems we have, the better our chances of getting it.

 

Discussion followed on what areas in the Village are currently not getting Village Water & Sewer services – from the Church, the Church has city water.  From there south, no city water or sewer in the village.  Have to plan properly to get these grants.  New waterworks would also include new streets, because they have to be dug up to do the work.  Not only construction but bookwork also has to be done.  Deadline dates are important. Sometimes we can file for an extension.  Discussion on how it would work to get water & sewer out to Dollar General, which would incorporate the rest of the area needed to get on the Village system.  Discussion on costs and procedures.  The costs would be covered by the grant. Have to submit the DNR grant before we find out if we get the CDBG grant. 

 

Motion by Pulvermacher to start this project, Whalen second.  Motion carried.  Corey Ewers said the only problem is that the mains have to be in for Dollar General.  Dean said they will be in by that time.

 

October agenda has to have Consider for Approval the WI DNR Intent to Apply and Priority Evaluation Ranking Form.  ITA and PERF (page 4)  for Water, same for Sewer.  Contact Bart ahead of time.  E-mail Bart in August to give him contact information, and then check with him prior to the Oct. meeting.

DNR Floodplain Ordinance Update – Review and Discussion – Dean said we received a grant from FEMA, now have to get this taken care of that.  The first flooding was from the river, and the second flooding came from the north.  Quinn/ Morgenson to approve the maps.  Clerk Kampen will carry it forward.

 

Road Aid – Clerk will check to make sure we are in line with getting the Road Aid.  Corey said at some point the clerk should receive a map that Corey will sign saying no streets have been taken out (discontinued.)  Corey and Adam take care of reporting the condition of the roads.

 

Richland Co. Tax Deeds on Properties (Glaser/Kast) – Update – Treasurer Esther Marshall said we received notice that September is the sale of the two properties.  Steve Morgenson will represent the Village at the sale.

Review of new permits received since last meeting – Discussion followed regarding work being done on the permit projects prior to the Board’s approval.  What the setback is from other structures.  Motion by Dan Quinn, second by Corey Ewers to approve the building permits.  Motion carried.

 

Parks – Adam Reno reported that he was contacted to see if we would allow Community Service, Project paint our picnic tables.  They left a real mess behind them.  There were two people there to supervise, but there was paint everywhere in the building.  They called Adam to see if they could do it.  Steve Morgenson is going to contact the person in charge to let them know what happened.  We supplied them with drop cloths as well as the paint and equipment to do the painting. 

 

Adam said Marvin from Wisco contacted him.  They will seal the tennis court for free if we will take the nets down for him.  Have to turn it into a basketball court if they do the work for us. 

 

Community Hall - return of deposit check -  open during storms?  Floor looks pretty bad where they must have had water.  The amount of the deposit will not come close to the repair cost, but if we let it go, it will only get worse.  Discussion on changing the contract.  Vote is 3-2 to return the deposit money.  Committee to review the contract and to look at what other damages have been done over the years.  If the siren goes off, it will be unlocked.  Otherwise, the phone number is posted there, if someone thinks it needs to be unlocked.

 

Library – Tootie Pulvermacher reported that the new Library Director has started.  Her name is Alyssa M. Trevorrow.  The new hours for the Library are Monday 10-6, Tues 8-4, Wed 10-6, Thurs 8-4.   Will be having the floors cleaned on Wednesday, Sept. 7th and will be closed on that day.  Would like help moving some things for that.  Discussion on damage noticed around the building.  Adam will look into getting gravel or concrete to repair.  Pulvermacher suggested putting a camera up so they can record who is doing the damage.  They will look into that.

 

New EMT wants to know if she is going to be paid for both exams.  Dean said it makes sense.  Unanimous to reimburse.

 

The Board reviewed and approved the bills for the month.
